IEEE has information about Advanced Searching on its website. You can also find other tutorials for searching. They also have a YouTube channel where they have video tutorials with tips and tricks for searching.
ACM has training resources on its website. They include everything from basic searching to usage statistics.

To get started, click on 'Advanced Search' on the homepage.
Going to the Advanced Search page will give you the option to have several different keywords and phrases. There are some search tips on the right, including using Boolean operators and quotes to enclose phrases.
Once here, you can type in your keywords and Boolean operators. (Make sure that your Boolean operators are in ALL CAPS.) In this case, I wanted to search for portable EV charging.
Notice I put the phrase "electric vehicle" in quotes, and I put it with EV and put OR between them since I am using them as synonyms. The AND was added to make the search smaller. I could have put the word 'portable' after charging with another AND, but chose to put it on the second line. All lines are assumed to use the Boolean operator AND between them. To add another line, click the + symbol after the line, click the - symbol to remove it. Click on the search button at the bottom to get your results.
I had 513 results for this search.
In the left column of ACM, you will see your potential filters. You can filter for date, content and publication type, and there are additional filters for authors, institutions, and more.
The Institute of Electrical and Electronics Engineers (IEEE) Xplore, is the digital library and online platform of IEEE with access to over 6 million documents and other materials. IEEE's mission is to "foster technological innovation and excellence for the benefit of humanity".

Notice I put each of the phrases in quotes. All lines use the Boolean operator AND as the default. To add another line, click the + symbol after the line. I chose to search Full Text & Metadata; this is important! This is the widest search in the documents to help find what you are looking for. Click on the search button at the bottom right to get your results.
I had 169 results for this search.
